TFTPd x64 on Server 2019

I recently ran into an issue trying to get TFTPd x64 working on a new MS server 2019. For the life of me I couldn’t get it to work, I’d tweak the settings, bind TFTP to a specific vNIC and then get a pop-up saying:

” Bind error 10013 An attempt was made to access a socket in a way forbidden by its access permissions. “

I googled around and most people recommend using NetStat and finding the port that way, which I tried but it just told me the local host was listening in on that port which I already knew. I need to know what service/software on that host was listening in.

So open up resmon.exe in windows, navigate to the network tab and look at all of the ports. You can sort by port an quickly see what service/software is using what port.
